概要

As the international community is to diversify, in order to construct a Recycling-based Society, we need to think about the waste management not only in Japan but also in the entire Asia.The title is the waste policy in Asia, but since waste is an international issue, we will look at waste issues not only in Asia but also worldwide. We will also deal with recent marine plastic issues, Circular Economy, waste and SDGs. In the class, not only lectures but also government officials of automobile recycling and construction recycling, recycling companies, etc. will be invited as guest speakers. In addition to utilizing videos, tours to recycling plants will be conducted.For Doctor Course students, in addition to the basic lectures, we will give more analytical classes based on the themes of their dissertation.

目標

The purpose of this course is to understand the formation of a recycling-oriented society in comparison with waste legislation and waste legislation of Japan in Asian countries. 1) Learn the basic knowledge in the field of Environmental Law and Policy 2) Acquire sufficient knowledge of Environmental Law and Policy and be able to put them to practical use. 3) Be able to describe Environmental Problem logically, make an accurate presentation, and hold discussion. Using at least one foreign language(English), we will acquire basic communication skills.

授業外の学習

It is recommended to do preliminary literature surveys in line with the themes indicated in the class. 1)Before attending class, read thoroughly the reference literature and materials introduced in every - class. It takes approximately 2-3 hours. 2)After classes, make notes from summarizing class contents as preparation for group discussion. 1 hour is expected for making notes and preparation. 3) For Presenter, expected to spend as much time as 12 hours for preparation, and make a simple resume and distribute it.

  2. Understanding basic concept of the Recycling-based Society formation ex.) the Polluter-pays Principle(PPP), the Extended Producer Responsibility (EPR), Discussion of the EPR in OECD, how to applicate the European EPR to Asia.
  3. Focusing on transboundary movement of hazardous wastes problems and legislation(1) ex.) the Basel Convention and the London Convention.
  4. Focusing on transboundary movement of hazardous wastes problems and legislation(2)Plastic export China problem
  5. Asian countries’ recycling law(1) ex.) actual examples of transboundary movement in Asian area (PET bottles, plastics, electronic wastes and ELV(End-of Life Vehicles))
  6. Asian countries’ recycling law(2) Features of home appliance recycling law, comparison of regional problems
  7. Asian countries’ recycling law(3) Features of Container and Packaging Recycling Law, comparison of regional problems
  8. Asian countries’ recycling law(4) Features of Automobile Recycling Law, comparison of regional problems

  11. The waste management policies in Asian countries(1) ex.) China, South Korea, Southeast Asia such as Vietnam, Thailand. Compare the waste management legislation of them and of Japan.

  13. Comparing the policy of China, Korea and Southern East Asia etc. to that of Japan. Taking advantage of what we have learned so far, we will examine the role of Japan towards constructing a Recycling-based Society and waste management in Asia.
