概要
The lecturer is a former representative of the United Nations Development Programme (UNDP) having experience of joint activities with the World Bank for reconstruction of post-conflict/disaster-affected countries. The course is designed to offer; 1) overall understanding of the mission, role, operations, and corporate culture of the International Financial Institutions for Development, using the World Bank Group, other regional development banks and the UN agencies; 2) comprehension of how an assistance program for a program country is formulated with the country's specific circumstances; 3) appreciation of development, management and evaluation of an investment operation; and, 4) awareness of career development in such institutions. The course will invite some staff members of these institutions to share their knowledge, experience and perspective. Multiple workshops on partnership, project development and management and career management will be organized within the course.
目標
The objective of the course is to help participants think strategically and systematically socio-economic development of a country and and evolution of development assistance policies and modalities. They will also gain understanding of how multilateral development institutions such as the World Bank and the United Nations Development Programme operate for client countries, how the client countries utilize the institutions, what an investment operation for development is, how it is designed and implemented, and what conditions are necessary to deliver intended outcomes. The participants will discuss and formulate a country development framework within a limited financial envelop in a scenario work. They will also critically review an ongoing investment operations and design monitoring and evaluation framework. During the latter half of the course, the classes will focus on the participants' career development in multilateral development institutions. Through a couple of interview exercises, the participants will gain confidence in presentations of their competencies and desire to work on development assistance.

Reading assignments for the classes will be announced in the first class. The students should read them prior to each class. The group work on Country Development Framework, project work and individual presentations and mock interview sessions require a substantive amount of time for preparations outside the class. -Preparation work before the class: approximately 60 minutes -Case study and report writing: approximately 60-90 minutes -Review work around the issues that needed more work to understand: approximately 70 minutes

- Introduction Briefing of the course flow, content, assignments, and schedules
- History and rational behind the establishment of the World Bank Group (WBG); WBG role and the United Nations Development System (UNDS), mission and operating modality; WBG and UNDS' evolution on social, environment, gender, climate, conflict resolution agenda
- Country Development Framework/Country Partnership Strategy ; lecture on the framework of lending, knowledge management, and policy dialogue and project management
- Country Partnership Strategy - group wor; prepare Country Partnership Strategy for a hypothetical client country in small groups
- Country Partnership Framework: Collaboration with other multilateral development institutions and presentation on the Framework based on the group work
- Project work: How a project is identified, developed and implemented; critically review a real project ad assess its impact on the ground
- How a project is evaluated. Review a real monitoring and evaluation framework and assess its development effectiveness
- Project work: Understanding the monitoring and evaluation framework used by the World Bank projects; with comparing to UNDP and JICA for their projects
- Private Sector work: International Financial Corporation (IFC) - Mission and operational modality; and Multilateral Insurance and Guarantee Agency (MIGA) - Mission and operating modality
- Global Health Issues; the World Bank interventions to cope with pandemic and support for Prevention, Preparedness and Response. Role, Mission and operations of the Global Fund to Fight AIDS, Tuberculosis and Malaria
- Group discussion on the WBG/UNDS missions and operating modalities. Participants' views are presented on the role, effectiveness and missing agenda

In addition to the textbook, there will be a series of reading materials, necessary for the group discussion and presentations. They will be introduced to the participants during the course.
