Based on your interest in the field, you are expected to do a mini presentation (20%) in the class. The guideline on the presentation and the final essay will be given during the class. Together with the report on the topic of your presentation (40%) comprises the most part of the evaluation. You are required to attend of the class at least two thirds. * Upon the number of registered students, time slots for min-prensetations may be altered.

概要

Four Educational Policy Issues in contemporary Asia are picked up for lecture and discussion: namely 1) private tutoring practices, 2) national language(s) and medium of instruction in relation to curriculum, 3) rise of international (type) schools in Asian countries, 4) new immigrants and their children's education. Curriculum would be updated before starting the course. One of the classes would be by a guest speaker depending on the guest's availability.

目標

・understand the common educational issues in Asian countries. ・find out the area of your interest for your further study/research. ・recognize the current educational (policy) issues discussed in international arena.

授業外の学習

Assigned readings before each class. Prepare for discussion in the class. Self-research of the topic or your interest for the mini presentation towards the end of the course. * the reading materials and papers are provided on Moodle.

所要時間: 90-120 minutes of readings for discussion.

  1. Orientation: getting to know each other; course description; activities on Asia. 1) What do you mean by 'Asia'? 2) How much do you know about Asia? Background information on SDGs. You are expected to read "Regulating Private Tutoring", particularly Table 1 on pages 13-17. by next week. (mini-paper ①) Assignment: self- introduction with your educational background and area of interests.
  2. Private tutoring issues: is private tutoring a problem? - discussion Historical perspectives and jargon used for the issues. Education for All (EFA) and private tutoring.
  3. Private tutoring issues and Programme for International Student Assessment (PISA) Current topics on the issue in the international arena. You are expected to read at least the appendix of the paper “World Shadow Schooling and Social Inequality: Explaining Cross-National Differences in Socioeconomic Access Restrictions for Shadow Education across 63 countries” by next week. (Reading ①)
  4. Discussion on the previous topic. What does it mean by "Private tutoring for public good"? World trend of Public-Private partnership, New Education Privatization: NEP
  5. National language(s) and medium of instruction Activities: 1) How much do you know? National languages and MOIs. 2) What are the status/function of English in Asian countries? Mother tongue/First language/Second language/Lingua franca/Foreign language Language(s) and nation building You are expected to read one of the papers on Singapore, Hong Kong, or the Philippines in the book “Multilingual, Globalizing Asia: Implications for policy and education” (Reading ②) by next week.
  6. National language(s) and curriculum Discussion based on the papers you would have read: Singapore, Hong Kong, or the Philippines. Current topics on the issue in the international arena
  7. Rise of international (type) schools in Asia Discussion on the definition on ‘international school’ - discussion You are expected to read the paper “Stealth marketization: how international school policy is quietly challenging education systems in Asia” (Reading ③) by next week
  8. What education have you received so far? – Identify yourself: who you are, how you would like to contribute to the country/the world? What identity do you have? National curriculum vs. IB Diploma curriculum, A-levels or others
  9. Education for immigrant children You are expected to read a book chapter, “Language-in-education policies and mobile citizens” (Reading ④) by next week
  10. National curriculum versus international curriculum Video viewing: on foreign students in Japanese mainstream schools Discussion on the video
  11. National curriculum for immigrant children: the difficulties and issues. Who are the immigrants and their status Comparative analysis in Asian countries
  12. Immigrants and citizenship education. What do they mean by ‘national citizenship’ and ‘global citizenship’ Discussion
  13. Mini presentations. Part 1) You do not have to present a full paper. Just present an idea on what you would like to write as your final paper. 1) Why you are interested in the country / culture 2) Basic background of the country / culture 3) The area that you particularly want to focus on Your mini presentation would be the base for your final paper (1500 ~ 2000 words)
