概要
The course will be conducted in English and it will welcome both international students and Japanese students. We will discuss the cases of international conflicts in which I myself committed to making TV documentaries (NHK Special), including “Dialogues of Former Enemies in the Vietnam War,” “North Korea Nuclear Crisis”, and “Rebuilding Iraq: Challenges of the United Nations.” We will also discuss “Afghan Peacebuilding” for which I worked as a UN Political Affairs Officer, stationing in Kabul in 2010, as well as activities of “UN Peace Building Commission” which I served as a Minister-Counsellor in the Japanese mission to the United Nations. Through the courses, we will review my TV documentaries in its English version, read related documents, and discuss what policies Japan or the international community should take to solve these conflicts in the future. By accumulating these case studies, I will also share the basic concept of Human Security and how it can be applied to individual global problems. 目標
The objective of this course is to deepen the understanding of the students on international conflicts by sharing my experiences as TV producer (NHK), UN political affairs officer (Team Leader for Reconciliation and Reintegration in UN Assistance Mission in Afghanistan), diplomat (Minister-Counsellor in the Japanese mission to the UN) and academic researcher (who completed Ph.D in political science at the University of British Columbia in Canada) and give you some insights about international conflicts and how to solve them. The other objective for the students would be to make international friends and establish network between the Japanese students and international students so that you might be able to work and study together in the future.

The students will read the text book and write the papers based on both lectures and text book.

- Introduction (Course Plan, Grading, etc) We might have some excellent gust speakers for this course; and I will explain them in the first course.
- Special Lecture by Prof. Daisaku Higashi on "How Can We End the War in Ukraine" based on his publications on this issue in both English and the Japanese. .
- Viewing NHK Special (TV documentary), "Why did we go to war: Dialogue of enemies in the Vietnam War" (English version) which I produced in 1998 and obtained the Japan cultural festival award. I will also make some instruction about the significance of the dialogue.
- Viewing NHK Special (TV documentary), “Struggle to avoid nuclear conflict in Korean Peninsula: Challenges of South Korea between the US and North Korea” which I produced in 2003. I will also make explanation about the following events of North Korea’s nuclear problem.
- Viewing NHK Special(TV documantary), “Rebuilding Iraq: Challenges of the United Nations,” which I produced in 2004, and obtained the silver medal from UN Correspondents Association, recognizing it as the second best program on the UN in the world.
- Lecture by Prof, Daisaku Higashi on Human Security, Peacebuilding, Peace Keeping, and Mediations, as well as the conflict in Gaza.
- The instructor will start using the text, "Challenges of Constructing Legitimacy in Peacebuilding" and give the lecture about the basic research questions and argument that the instructor presents on the creation of the legitimacy in the process of peace-building.
- Case Study (Peacebuilding in Afghanistan 1): The instructor will talk about the field research he conducted in Afghanistan and these outcomes. NHK news program which introduced the outcome of his research will be also viewed.
- Case Study (Peacebuilding in Afghanistan 2): The instructor will explain his policy recommendation for Afghan peacebuilding, which was adopted by the international community in 2010. He will also discuss the challenges he faced as a team leader for reconciliation and reintegration in UNAMA, UN Assistance Mission in Afghanistan, to support the Afghan government to set up the new reconciliation mechanism.
- Case Study (Peacebuilding in Afghanistan 3) : The instructor will deliver the lecture on the failed peace negotiation for Afghanistan from 2018 to 2021. He will also give the lecture on the latest situation in Afghanistan, after the Taliban took over the country in August 2021.
- Case Study (Peacebuilding in Iraq): The instructor will discuss other peacebuilding cases, fpcusing on Iraq, which also supports the argument of the instructor on how the legitimate government can be constructed or eroded in the process of peacebuilding.
- Case Study (Peacebuilding in Sierra Leone and East Timor): The instructor will discuss other peacebuilding cases, such as Sierra Leone and East Timor, both of which support the argument of the instructor on how the legitimate government can be constructed or eroded in the process of peacebuilding.
- Case Study of peacebuilding in South Sudan: he will also share his experience of working for the Japanese mission to the UN in New York as a Minister-Counsellor in charges of mediation and post-conflict peacebuilding, including directing the activities of UN Peace Building Commission and its Working Group on Lessons Learned.
- The instructor will share the outcomes of recent studies about peace-building, including ones in South Sudan, Syria, and Yemen, and make conclusion on the role of Japan on mediation and peacebuilding.
教科書
The purchase of the text book is recommended. If it is difficult to buy the text, students can borrow the text books from Sophia Libarary and copy it.
